Program Overview

What Is Lifeline?

Lifeline is a federal assistance program administered by the Federal Communications Commission (FCC). Established in 1985, it provides eligible low-income consumers with a monthly discount on phone or broadband internet service.

The program is funded through the Universal Service Fund (USF) and is designed to ensure that all Americans, regardless of income, have access to the communications services they need to participate fully in society.

Alpha Technologies is an authorized Lifeline service partner. We work with businesses across the country to reach eligible households and enroll them in the program, at no cost to the consumer.

Program Benefits

Free Monthly Phone Service

Eligible consumers receive a monthly discount on voice service, keeping them connected to family, employers, and emergency services.

Free or Discounted Broadband

Qualifying households can receive discounts on broadband internet service, bridging the digital divide for underserved communities.

Free Smartphone

Many Lifeline providers offer a free smartphone to eligible consumers, giving them access to modern communication tools at no cost.

One Benefit Per Household

The Lifeline benefit is limited to one per household, not per person, ensuring fair distribution of the program's resources.

Who Qualifies

Eligibility Requirements

Consumers qualify for Lifeline if they participate in a qualifying government assistance program or meet the income threshold below.

Program-Based Eligibility

A consumer qualifies if they or someone in their household participates in any of the following:

  • Medicaid
  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance (FPHA)
  • Veterans Pension and Survivors Benefit
  • Tribal-specific programs (for Tribal Lifeline)

Income-Based Eligibility

Alternatively, a consumer qualifies if their household income meets:

Income Threshold
Household income at or below 135% of the Federal Poverty Guidelines

One Benefit Per Household

Lifeline provides one monthly benefit per household, not per person. A household is defined as any individual or group of individuals living together at the same address and sharing income and expenses.
